Ingredients:

  • 1/2 cup water or milk (for a rich biscuit base)
  • 1 pound ground beef (or vegetarian alternative)
  • 1 medium onion, chopped
  • 1 bell pepper, chopped
  • 1 can tomatoes (10 oz.)
  • 1 cup grated cheddar cheese (or low-fat substitute)
  • 1 teaspoon chili powder
  • 1 teaspoon garlic powder
  • 1 teaspoon cumin
  • Salt and pepper to taste

Prepare:

Prepare cookie layer: Turn oven to 190 ° Preheat to 375°F. Mix Bisquick and water or milk until a soft dough forms. Press into the bottom of a greased 9-inch x 13-inch baking dish.
